I've monitored all voltages and can see that the relay is closing ok and supplying the right power to the ECU but the ECU doesn't seem to be supplying the correct power to the motor - I haven't seen it go above 4v. It appeared to be easy fixed with a new motor but the fault is back now less than a month later and I know it wasn't the motor at all the first time because both work wfine when 12V is applied! I've since replaced the eccentric shaft sensor, fuse and relay which covers every part of the system except for the ECU. Bought a 2007 320i with the N46 engine and113k miles, drove well for 2 months and then developed 2a67 (Valvetronic control error) and went into limp mode.
